Established in 1987 and headquartered in Taiwan, TSMC pioneered the pure-play foundry business model with an exclusive focus on manufacturing its customers' products. As of 2024, TSMC serves more than 500 customers and manufactures over 11,000 products for high-performance computing, smartphones, the Internet of Things (IoT), automotive, and digital consumer electronics. In Arizona, TSMC is building three fabs, with the first starting 4nm production in 2025, the second by 2028, and the third by the end of the decade.

We are seeking a highly motivated and experienced Learning and Development (L&D) Project Manager/Consultant to oversee the global transfer and enablement of corporate learning programs across all geographies. This role requires a strategic thinker who can effectively manage localization efforts, drive project completion, and ensure consistent employee learning experiences worldwide. The ideal candidate will have a strong background in corporate learning, exceptional communication skills, and the ability to work independently while influencing stakeholders globally.

Job Responsibilities:

Global Learning Program Enablement:

  • Facilitate the transfer of corporate learning programs to all geographies, ensuring a consistent and seamless global employee learning experience.

  • Partner with geographies to address localization needs, ensuring content suitability and relevance for diverse audiences.

  • Collaboration with Corporate L&D Product Team.

  • Work closely with the corporate Learning and Development product team to implement top-down learning initiatives across geographies.

  • Act as a liaison between corporate teams and regional stakeholders to ensure successful program execution.

Inventory Management:

  • Maintain and regularly update an inventory of each geography's adoption status for core company learning programs.

  • Develop tools or dashboards to track and report on program progress and transfer completion.

Language Localization:

  • Facilitate the language translation and localization of program content in collaboration with regional teams.

  • Ensure high-quality language transfer to meet the needs of diverse global audiences.

Project Management and Delivery:

  • Drive project completion to meet agreed-upon transfer and enablement targets.

  • Manage timelines, milestones, and deliverables, ensuring all projects are executed on schedule.

Stakeholder Management:

  • Work with multiple global stakeholders, including corporate teams, regional leaders, and external partners, to influence project progress and completion.

  • Build strong relationships to drive collaboration and alignment across geographies.

Learning Design Advisory:

  • Leverage expertise in corporate Learning and Development to advise on learning design approaches and best practices.

  • Provide input to enhance the effectiveness of learning programs during localization and transfer processes.

Language Proficiency:

  • Communicate fluently in English and Mandarin (or Japanese) across all forms (spoken, reading, writing, listening) to effectively engage with stakeholders globally.

Self-Starter and Problem Solver:

  • Operate independently with minimal supervision, demonstrating initiative and resourcefulness in driving project success.

  • Maintain a positive, "can-do" attitude when navigating ambiguity and overcoming challenges.

Job Qualifications:

  • Master's degree in Learning and Development, Human Resources, Education, Business Administration, or related field.

  • Over 5 years of experience in a corporate Learning and Development role, with proven expertise in managing global learning projects.

  • Strong project management skills, including experience in tracking milestones, managing deliverables, and collaborating across global teams. Strong working knowledge of office software.

  • Exceptional communication skills in both English and Mandarin (and/or Japanese).

  • Demonstrated ability to work in a multicultural, fast-paced environment.

  • Knowledge of learning design principles and familiarity with learning management systems (LMS).

  • A proactive, self-motivated approach with the ability to navigate ambiguity and solve complex problems.

  • Positive attitude.
