Offshore Wind Farm (640 MW)
in Taiwan, which has successfully entered commercial operation. The company is committed to long-term safe, reliable, and optimized operations of its offshore wind assets, providing sustainable energy to Taiwan's grid.

They are seeking an experienced
Head of Engineering (Electrical)
to lead the local technical and engineering governance, serving as the primary technical authority for electrical systems and acting as the key interface with Taipower, government authorities, and joint venture partners.

Note:
Prior offshore wind experience is
not required
. Professionals from conventional power generation backgrounds (coal, gas, nuclear, cogeneration, or large IPPs) with relevant electrical engineering expertise are strongly encouraged to apply.

Role Overview

We are seeking a highly skilled and motivated
Head of Engineering (Electrical)
to join our client's dynamic offshore wind team in Taiwan. This role will provide strategic and technical leadership across all electrical engineering aspects of the project, ensuring compliance, reliability, and performance excellence throughout the operational phase of the wind farm.

Responsibilities

· Serve as the
technical authority
for electrical, substation, protection & control, and grid compliance systems.

· Lead
power system studies
, including load flow, short circuit, protection coordination, and transient stability analyses.

· Act as the
primary liaison
with Taipower, MOEA/BOE, certification agencies, and port/maritime authorities in Mandarin.

· Review and approve technical documentation from EPCs, OEMs, and consultants, covering primary/secondary systems, SCADA/EMS, grounding, and fire protection.

· Lead HAZID/HAZOP workshops, FAT and SAT processes, and oversee commissioning and handover to operations (ItoO).

· Conduct
root cause analysis (RCA)
for major incidents and drive reliability improvement programs.

· Manage contractors and suppliers across electrical, substation, cable, and SCADA packages, tracking KPIs and resolving technical disputes.

· Develop and monitor
CAPEX/OPEX budgets
, focusing on asset performance, availability, and reliability.

· Build, mentor, and manage a multidisciplinary engineering team to ensure continuous knowledge transfer and technical growth.

· Report technical performance, risks, and improvement measures to joint venture partners, lenders, insurers, and external stakeholders.

Requirements

· Bachelor's or Master's degree in
Electrical, Power, or Control Engineering
(preferred).

· years of experience in
power generation, utilities, or renewables
, including 5-8 years in team leadership or technical management.

· Proven experience in substation, protection & control, SCADA/EMS systems, FAT/SAT, commissioning, and reliability engineering.

· Strong understanding of
Taipower procedures
, permitting, and technical review processes.

· Taiwan work eligibility with the ability to sign off on government documentation.

· Licensed
Professional Electrical Engineer
qualification is a strong advantage.

· Fluent in Mandarin and proficient in English (spoken and written).

Preferred Qualifications

· Offshore wind or utility-scale renewable energy project experience.

· Background in
IPPs, Taipower, EPCs, or international consultancies
.

· Knowledge of
ISO 55001
,
IEC 61850
, and
protection setting
principles.

· Familiarity with PPAs, KPIs, and technical terms used in financing and insurance.

· PMP or high-voltage safety certifications are beneficial.
